Includes the planning and tracking of projects both (tactical and strategic), cost effectiveness, communication, risk analysis, quality assurance, team and vendor management, and implementation of highly visible, sensitive and multi-faceted projects. Identifies and resolves issues related to projects. Ensures assigned projects are delivered within scope, schedule, budget and quality levels are consistent with partner/customer expectations.
Conducts or oversees business-specific projects by applying deep expertise in subject area; promoting adherence to all procedures and policies; developing work plans to meet business priorities and deadlines; determining and carrying out processes and methodologies; coordinating and delegating resources to accomplish organizational goals; partnering internally and externally to make effective business decisions; solving complex problems; escalating issues or risks, as appropriate; monitoring progress and results; recognizing and capitalizing on improvement opportunities; evaluating recommendations made; and influencing the completion of project tasks by others.

Manages large complex projects or multiple largescale projects of high complexity. Provides consulting for business partners for business case development. Addresses opportunities for process improvements and influencing change. Requires more complex planning and direction setting with diverse and multiple stakeholders.
Demonstrates understanding of, and knowledge in methods and project management, and applies this in all stages of project. Applies the risk management process.
Sustains strong ongoing relationships with client middle and senior management during projects. Demonstrates knowledge of and provides continuous feedback for improvement of approved project management methods and business methods to projects.
Oversees allocation of resources, schedules, and task assignments to ensure proper project management practices are in place. Manages the work of large project teams by monitoring internal and external resources.
Leads others in requesting and managing internal and/ or external resources based on the alignment of team member skills and project demands.
Communicates a clear vision of project goals and objectives to the team. Manages, monitors and mitigates project or component risks.
Ensures the alignment, buy-in, engagement and support of diverse project stakeholders by building and maintaining relationships as well as communicating appropriately with internal customers, third party vendors, and business leadership.
Provides insight to key stakeholders and project sponsors by developing project goals, setting the prioritization of deliverables, discussing involvement of business processes (e.g. project change management, communication) and facilitating decisions necessary for project delivery.
Communicates tough issues to stakeholders and keeps an independent opinion.
May review vendor performance levels and ensures service level agreements are met. May participate in contract negotiations with service vendors and may review project invoices submitted by vendor for accuracy.
Minimum twelve (12) years directly related project management experience, to include:
Minimum seven (7) years experience managing projects using project life cycle methodologies (PMP, Process Management, organizational change, etc.);
Minimum four (4) years experience implementing large, complex projects;
Minimum four (4) years experience leading project teams; and
Minimum seven (7) years experience managing project budgets;
Bachelor's degree, in Business administration, Management Science, project management, or related field, OR four (4) years directly related experience required.
High School Diploma or General Education Development (GED) required.
License, Certification, Registration
- Project Management Professional (PMP) or equivalent project/program management certification.
Must be able to work in a Labor/Management Partnership environment.
Ability to manage all phases of the project delivery life cycle and consults for other projects.
Understanding of basic HR processes, policies and programs.
Background in HR and HR related projects.
Fifteen (15) years directly related project management experience.
Five (5) years experience in business analysis.
Five (5) years experience working in a large matrixed organization.
Five (5) years experience working with Microsoft Project.
